It depends on your trees, not your city's average. Boise homes under a mature canopy need clearing twice a year. Eagle homes on the Boise River cottonwood corridor usually need three: after cottonwood season in June, after autumn leaf drop, and a spring check. Meridian and Kuna's newer subdivisions with young trees generally manage on one. The autumn visit should happen before the first hard freeze, which NOAA puts at a 50% chance by around 21 October in Boise.

The number of visits your gutters need is set almost entirely by what is growing over them. Boise's older neighbourhoods have mature maples, sycamores, elms and locusts and genuinely need two clears a year. Meridian and Kuna's subdivisions were built recently enough that the trees have not caught up, and one visit a year is honestly sufficient there. Any company telling every home in the valley the same number is not looking at your house.
Along the Boise River and Eagle Island, mature cottonwoods release seed fluff in late May and June. Wet fluff mats into a dense felt that seals a trough and plugs a downspout completely, and then traps everything that lands on it for the rest of the year. River-corridor homes need a clear after cottonwood season on top of the normal autumn visit. This is the single biggest gutter difference between Eagle and the rest of the valley.
The autumn clean is the one that matters, and it has a deadline. A gutter packed with wet debris that freezes becomes a block of ice sitting on the fascia. It thaws, refreezes, expands, and that is how gutters separate from the house and how ice dams start forcing water back under the shingles. NOAA data for Boise puts the first 32-degree frost at a 10% chance by 5 October and a 50% chance by 21 October, so the practical window is late October into early November: after the leaves are down, before it freezes hard.
Watch the downspouts in the first proper rain of autumn. Water sheeting over the front edge of the gutter instead of running out the downspout means it is blocked. Plants growing out of the trough, staining down the fascia, or a sag anywhere along the run all mean the same thing.

Water overflows against the fascia and down the wall instead of running away from the house, which rots fascia and soffit and saturates the ground at the foundation. In an Idaho winter the trapped debris freezes, and the weight and expansion pull hangers out of the fascia and start ice dams that push meltwater back under the shingles. The repair costs are an order of magnitude above the cleaning cost.
Autumn, clearly. Spring is a check. Autumn is the one that stops your gutters going into winter full of wet debris, and it is the one with a deadline attached to it.
They lengthen the interval, they do not end it. Guards handle large leaves well and fine debris, shingle grit and cottonwood fluff poorly. A guarded system on the river corridor still needs clearing, just less often.
